In order to encourage the development of new energy-saving, land-saving and waste-reducing new wall materials, China has introduced a series of new policies to replace large-scale and solid clay bricks.

 

1. Develop infrastructure, expansion, and technological transformation projects for new wall materials, and implement a policy of 0% tax reduction for fixed asset investment.

 

2. Projects for the development of new wall materials can be included in the capital construction investment projects of the China Development Bank and can enjoy policy loans;

 

3. Develop new wall materials projects, introduce advanced foreign equipment, and exempt imported equipment tariffs and value-added tax on imported products;

 

4. Where an enterprise uses bulk coal gangue, Shanghai slag and fly ash outside the enterprise as main raw materials, the income from the production of construction products will be exempted from income tax for 5 years from the date of production and operation;

 

5. The raw materials of enterprise scales are mixed with not less than 30% of coal gangue, fly ash, Shanghai slag and other waste building materials products, exempted from product value-added tax;

 

6. The slag-discharging unit is not allowed to charge the waste slag for the production of new wall materials or disguised charges in any name. For enterprises that use waste slag to produce new walls, the slag-discharging enterprises shall actively support it and may grant subsidies if conditions permit;

 

7. For enterprises producing new wall materials, the land use tax may be reduced or exempted according to the specific circumstances, and the land use tax shall be levied on the enterprises producing solid clay bricks;

 

8. For the energy-saving residential buildings in the north built with new-type walls, the policy of adjusting the tax rate of fixed asset investment to 0% will be implemented;

 

9. The use of solid clay bricks as a filling material for frame structures is restricted in urban construction, and solid bricks with a forbidden strength level of MU10.0 or lower are used in buildings with more than 5 floors;

 

10. Incorporate the development of energy-efficient buildings and new-type wall buildings into the overall urban construction plan to ensure that new-type materials buildings grow at a certain rate each year;

 

11. Actively promote the calculation of house prices based on the area used;

 

12. Add a certain cost to the use of solid clay bricks, establish and develop a new type of wall material "item fund" for the technical transformation of wall enterprises and the research and development of building application technology;

 

13. Local governments allocate a certain proportion of funds for technological transformation for technological transformation of wall material enterprises;

 

14. Heating districts must meet the “Energy-saving Design Standards for Civil Buildings” issued by the state on schedule. Non-heating districts must develop specific plans for the application of new wall materials in conjunction with improving the building's thermal environment, and vigorously organize implementation to promote wall materials and insulation. Development of thermal insulation materials to promote the comprehensive promotion of energy-saving buildings;

 

15. For large and medium-sized cities, energy-saving buildings and new-type wall buildings can be appropriately reduced or exempted from supporting facilities according to local conditions. Folding strength: 2.5Mpa—4.3Mpa.
